I am not academically qualified to make any comment to 2005 recommendation of ICRP, but I was inspired and enforced by my conscience that I would like to provide the key facts of our findings to ICRP based on the dramatic incident of Co-60 contminated apatments in Taiwan, hoping the ICRP to reconsiiderate the new recomendation, making people never fear radiation, and the nuclear energy could not only benefit people, but has no any radiation risk. The health effects of radiation described in all ICRP publications, observed mainly from the atomic bomb explosions in extremely short time in Japan are completely different to those observed in the Taiwan Co-60 incident in long time. The hourly dose rate in hundred Co-60 contaminated aparrtments was up to 1 mSv/hr(100 mrem/hr), the averaged annual dose rate at the first year was about 50 mSv and high up to 600 mSv (1983), and the average indiviaual accumulated dose until to 21 years later is about 0-4 Sv and high up to 6 Sv. But the cancer mortality of the whole residents has been sharply reduced to only 3% of the general population. This means that radiation received in low dose rate or the chronic radiation is always beneficial to people, and should be so in the chroni radiation receved in the peaceful use of nuclar energy today. So that, if the dramatic health effects of radiation observed in Taiwan could be confirmed by the ICRP communities, ICRP might have a new system for radiation protection, which could not only benefit the nuclear employment, but serve as a possible way for immune of cancers.
